What is Frame Editing?
To create precise cuts and smooth transitions,
it is necessary to move beyond GOP-level editing to frame-by-frame
granularity. In the case of MPEG data streams, this requires
decoding of the MPEG files GOPs into a sequence of uncompressed
frames, which are then edited by the user as desired, then
reencoding the frames into GOPs so that the advantages of MPEG
compression are regained.

What is
GOP?
GOPEis an acronym that stands for Group of
Pictures.EIts origin lies in the way MPEG compression works. MPEG
data streams consist of one reference frame followed by a set of
difference frames. Because the difference frames only contain
information about what has changed from the previous reference
frame, they are much smaller, resulting in compression of the data
stream.
Because reference frames occur only
periodically in the data stream, editing at the GOP level can result
in some chunkiness. This is sufficient for making roughEcuts, for
example eliminating an entire unwanted sequence, but it is not
adequate for creating a smoothly transitioned video experience.

When I try to edit my MPEG videos with my current editor, I cannot
precisely splice scenes.
The MPEG editor that you are using either does
not support editing at frame-by-frame granularity, or does a poor
job of decoding GOPs into frames and/or reencoding the edited files
into GOPs for the final MPEG file format output.
